Mark A. Fissel

Mr. Fissel was elected as City Treasurer in the fall of 2013, beginning his term January 1, 2014. Mark is a graduate of Bellefontaine City Schools and received a Bachelor of Science degree in Manufacturing Engineering and Management from Miami University, in Oxford.
 
He started his career with Siemens Energy & Automation, where he and his wife lived and worked in Atlanta, GA and then abroad in Amberg, Germany. After spending time in the family retail flooring business, Mark set off and co-founded Beacon Hill Investment Advisory in 2008, becoming a licensed investment advisor and earning the distinction of Certified Financial Planner, CFP® and Accredited Investment Fiduciary, AIF®.

Mark has been involved locally on several Board of Directors; namely the Downtown Bellefontaine Partnership, Hilliker YMCA, Logan County Chamber of Commerce, and Community Improvement Corporation (CIC). Prior to Mr. Fissel’s role as Treasurer, he served as City Councilman-at-Large for three consecutive terms, as well as Chairman of the Finance Committee.
 
In the late 2000’s, Mark and his high-school friends, developed, fundraised and constructed the County’s first Disc Golf Course located at Mary Rutan Park. Mark and his wife, Stephanie, have four children who are students in the Bellefontaine School District.
 
Mr. Fissel believes prudent investment management starts with Council and Administration, maintaining spending within their budgets – both have been successful. Through prudent processes and sound investments, Mark has significantly increased both the investment return of the City’s portfolio, along with a reduction in risk by managing FDIC insurance to the City’s benefit. In addition, the Treasurer’s approach to debt management has paid off for the City on several occasions, saving hundreds of thousands by monitoring and refinancing bonds when appropriate.
